Under certain conditions, human exposure to radiofrequency energy can cause partial body heating. 2 2• The FCC has developed maximum permissible exposure limits (MPE) that help identify risks associated %Vith human exposure to radiofrequency energy. a. First, the occupational or controlled MPE applies to individuals who may come into contact with radiofrequency energy as a consequence of their employment, but have been made fully aware of the potential for exposure and have the ability to exercise control over the exposure. b. Second, the uncontrolled or general population MPE applies to the exposure the general public may experience and they are generally unaware of the potential for exposure. 3. The FCC's MPEs are measured in terms of the power that emits through the antenna over a I urface area. Known as the power density, the FCC has established an occupational MPE of 5 milliwatts per square centimeter (mW/em2) and an uncontrolled MPE of 1 nlW/cm' 4. The FCC has established several different methods for determining the power density emitted from an antenna. For the purposes of this safety plan, Omnipoint used theoretical models to estimate power density. The FCC recognizes that these theoretical models over -estimate the actual exposure one would experience and generally considers the results to represent a worst - case exposure scenario. The actual power density is expected to be much less because the antennas do not operate continuously at full power. 17 Power density is greater than the FCC's occupational MPE Omnipoint's antennas are mounted inside of the monopole at three sector locations. The Sector A. B and C antennas are oriented 0°, 120' and 2400 from true nortli respecmely. The bottom of the antennas is 145 feet above ground level. Omnipoint has performed theoretical modeling to estimate the worst -case power density from each antenna. The transmitter power output used in the model is based on a 6-6-6 radio configuration for Sectors A-B-C. Based on these calculations, the worst -case power density may exceed the FCC's occupational limit approximately 142 feet above ground level and may exceed the FCC's general population limit approximately 139 feet above ground level as indicated in the elevation view. EXPOSURE CONTROL Omnipoint recommends implementing the following to control exposure around the antennas. a• Omnipoint has posted blue "Notice' signs at the access point to the tower. A yellow "Caution" sign and a red Tower Climber "Warning" sign has been posted at the base of the tower. Individuals and workers accessing the tower should be made aware of the posted signs and should follow the posted instruction. For additional information on signs posted at this facility, refer to the Signage Plan. b. Individuals and workers having access to the tower should be provided with a copy of this plan and should signify their understanding of its instructions.
