MGL chapter 4,section 7,clause 26 defines"public records". The definition generally includes most of the records kept in a municipal
office except confidential records exempted by statute and certain exempt investigatory and personnel records.
MGL chapter 66, section 10 allows public records to be inspected and examined by members of the public under the supervision of the
custodian of the records and it provides that one copy of a public record be furnished upon payment of a reasonable fee. If a member of
the public requests a search for public records the actual expense of the search shall be paid in addition to the reasonable fee for the record
itself. The custodian of the public records may require the fee and expense of search to be paid prior to initiating the search in an amount
as estimated for the expense of search and cost of copies and the custodian shall have ten(10) days following the receipt of a request to
comply.
